Meaningful lines

One of my friends who belongs to one beautiful state  of  northeast India told me this, "I am from the land of Khushi Marzi. 

I never do my duty  properly but always criticize the government. I throw my garbage on the roads or into the drains but blame the govt for not keeping them clean.  I never follow the traffic rules but blame the govt for traffic jams. 

I like breaking rules but blame the govt for law and order problems. I am not serious in my studies but always blame the govt for not releasing the stipends on time. I remain absent from my duty but blame the govt for not hiking my salary. I never save electricity but blame the govt for power cuts.

I take money for my vote but blame the govt for being corrupt. I regularly  call bandhs and strikes but blame the govt for the inconvenience being faced.  I never wear helmets nor follow speed limits but blame the govt for accidents. I get contracts to construct roads but blame the govt for poor condition of roads. 

I always employ Bangladeshi Miyas for the constructions of my residences but blame the govt for illegal immigrants.  The Sun rises first in my land but I wake up very late. My land Khushi Marzi is developing because of me and my attitude". Now tell me which state this boy belongs to? .
